Rachel Skarsten was born on April 23, 1985, in Toronto. She studied fine arts and cello. She was discovered as a teenager and had her first TV minor role in 1998.
In 1998, she became known for her role as Bess Lawrence in the series Little Men. From 2003, she played Dinah Lance in Birds of Prey. Between 2013 and 2015, she portrayed Tamsin in Lost Girl. From 2015, she appeared as Elizabeth I in the series Reign. In 2019, she appeared in the television series Batwoman.
