Elizabeth Ray, born Betty Lou Ray on May 14, 1943, in Marshall, North Carolina, became the focus of a highly publicized scandal in 1976 that concluded the political career of U.S. Representative Wayne Hays (D-Ohio).

The Washington Post reported that Ray had been employed as a clerk-secretary for a committee led by Hays for two years. During this period, she acknowledged that her primary responsibilities included providing sexual favors to Congressman Hays: "I can't type, I can't file, I can't even answer the phone." Having earned the title of Miss Virginia 1975 in a beauty pageant, Ray stated she briefly worked as a stewardess, waitress, and car rental agent before starting her position on Capitol Hill in summer 1972. She also confessed to having an intimate encounter with married Senator Mike Gravel (D-Alaska) at his houseboat in August 1972. According to Ray, this meeting was facilitated by her then supervisor Rep. Kenneth J. Gray (D-Illinois) in exchange for Gravel's backing of legislation Gray was advocating. Both Gravel and Gray denied these claims and a federal inquiry concluded without any charges being brought forward. Years later, Gravel admitted to the affair but insisted it did not influence his vote.

Following attempts at pursuing acting and stand-up comedy unsuccessfully, Elizabeth Ray returned to relative anonymity.

After the revelations emerged publicly, a book titled The Washington Fringe Benefit was published under her name; she appeared multiple times in Playboy and attempted careers in acting and comedy.

Comedian Brad Garrett mentioned her during an episode of The Howard Stern Show aired on May 6, 2015. Garrett recounted that his father arranged for them to meet when he was 14 years old and they dated for about a month; according to him, she was aware he looked older due to his height but did not know he was only 14 at the time. She marked his first sexual experience.
